Facts of the Case
Seven men, including Mr. Víctor Álvarez Damián, disappeared in Veracruz in December 2013. The United Nations Committee on Enforced Disappearances received a request to issue an urgent action, which was granted but ignored by the Prosecutor's Office, arguing that such a mechanism is not binding on States. The family challenged the decision with the support of local NGOs in two instances, the second being before the nation's Supreme Court.
