Search Unit for Persons Considered Disappeared

The Search Unit for Persons Considered Disappeared is established within the Comprehensive System for Peace as a transitory, autonomous and independent entity. It directs, coordinates and contributes to the search for persons considered disappeared as a consequences of and in context of the armed conflict. The Unit is competent for events of enforced disappearance and kidnapping occurred before 1 December 2016 in the course of hostilities. Its main functions are as follows: a) seek information from official sources and civil society; b) confidentially interview people who have information about the disappeared persons; c) design and implement the National Search Plan; d) guarantee the participation of family members and society throughout the search process; and e) make reports on the fate of the disappeared to the Commission for the Clarification of Truth, Coexistence and Non-Repetition. The National Search Plan is developed by the Search Unit for Persons Considered Disappeared together with victims and humanitarian organisations. It contains the guidelines for a prioritised search policy for disappeared persons, to be applied within the State's territory.

Final Agreement to End the Armed Conflict and Build a Stable and Lasting Peace

The UN CED acknowledged the efforts made by the State to encourage the search for missing person, however, it expressed concerned about the poor results of the search for the large number of disappeared persons in the State , including the 84,330 persons and 9,964 children, who have been subjected to enforced disappearance. Among a number of measures, it encouraged the State to systematically incorporate the methods of the guiding principles for the search for disappeared persons in the design and implementation of comprehensive search strategies and recommends.
